Their cap situation is horrible. Sure you can manipulate it a good bit but Pitt's is at the point where they have to save money somewhere. Cutting Ben leaves roughly 20 million dead cap & the other 20 saved.
If I were them I'd punt on next year, get the cap straight and draft a QB in 2022. Maybe use a mid rounder this year on a QB who could surprise.
