You also have Kyle Dugger, Jeremy Chinn, Javon Kinlaw, Antiono Gibson, Chase Claypool, Terrell Lewis.

And we are talking about rookies.

Edit: also denzel mims missed a good chunk of the season and was a solid vertical threat earning a 69 pff grade...as a rookie.

Those guys weren't on PFF's list, but...

Dugger graded well at 64.9, but only played 51% of the defensive snaps.

Chinn allowed 41 catches on 54 targets and had a 59.8 grade.

Kinlaw had a 54.1 grade.  He was pretty disappointing for a guy taken 14th overall.

Lewis graded well at 70.4, but only played 8 games and 12% of the defensive snaps.

Herbert, Gibson, and Claypool certainly played well.  So out of 17 players between both lists, we basically have 4 guys that were quality starters.
