Maybe at some point over recent years, Mike Brown was (more) willing to give that power to the HC, but not so much back when Marvin came in.
If so, it could explain why Taylor could get more decision-making power whereas Marvin didn't.
It could be that Marvin asked in the mid-2000's but Brown said no and he just never bothered pushing for it again.
