Spotrac estimated the Bengals to allocate $9.642 mill for the 2019 draft.
NOTE - This is NOT factored into the estimated cap space remaining for the Bengals for 2019.

It's worth noting that each 6th round pick is estimated to take up over $500k each, which combined would be over $2.5 mill. If the Bengals can trade away a few of these picks in an effort to move up, it can actually save them cap space overall.
