I finally figured this out.
Not even the Bengals could possibly be so inept for so long in the parity driven NFL unless it is calculated.
Thus, it is obvious that the Bengals have happily agreed to do for the NFL what the Washington Generals do for the Globetrotters.
I mean , someone has to be there to lose for the good guys to win.
Brown family gets their money without having to waste it on frivolous things like competent management, scouts, offensive linemen, or practice facility.
Owners and fans of the good guy teams are perfectly happy that their teams get to beat up on the laughing stock of the NFL.
Makes perfect sense.
