That is false, he would/could make much more money with a winning team. He simply refuses to 'risk' the extra expenses to develop the winning team and culture. He plays it safe and comfortable. If you look at the Forbes list of NFL franchise values you can see a team like the Steelers are not only worth much more than the Bengals but they make more money annually. They invest monies into scouting and coaching to a much higher degree than the Bengals and the value and annual income are what they have received in return.
