Yes, someone who plays more than double the games is likely going to have better stats.
The reason people like Ross and Eifert are kept around is because they are more dynamic when they are healthy.

Yards Per Reception:
Ross = 20.5
Tate = 13.3

TDs:
Ross = 3 (in 4 games)
Tate = 1 (in 11 games)

Does Ross deserve to get his 5th year option picked up? IMO not yet. But if he finishes out the year well, it has to be considered.
Does he deserve to get a contract extension after his rookie deal is up? Perhaps depending on price.
Does he deserve that deal to be $7+ mill a year? Only if he really takes a step forward next year.

If he performs exactly like he has, I'd put him in the Tyler Eifert range. $3-5 mill a year on a 1 or 2 year contract. If some other team offers more, let him go there instead.
