The club assigns the number, the player doesn't get to demand it. The Bengals have never assigned #1 before. Do you really think no other player asked?

It wasn't until this year that any player besides QBs, kickers and punters could get #1. It's very possible that we didn't draft any QBs, Ps or Ks that wanted the #1 jersey. I don't think any recent players we drafted wore #1 in college either.

Yes.  Because before this year, only kickers, punters and QBs could wear it.
