Time does not matter in the equation to make the decision. You're looking at this wrong. The idea is that if you get the two point conversion, you kick the XPs on the rest. Then, if you are fortunate enough to get into a situation where you have scored two more TDs and they haven't scored, a FG now puts you in the lead instead of tied. They aren't looking to hit three two-point conversions in a row.
