My opinion hasn't changed since before the season started.
Bates is the easy answer because of his ATL production. But Dax is playing great and will only get better. Plus, Dax can do things that Bates can't do. His versatility, athletic ability and speed trump Bates IMO. Dax will be a top 5 FS in the near future. Nick Scott is a liability. Vonn Bell without a doubt is a difference maker. He may not always have the eye popping stats, but if you watch him in game, he's always making plays in some way. Hurst and Perine get Honorable Mention for now. I really wanted a TE like LaPorta in the draft to be able to attack the middle of the field better with the way defenses play Chase and Higgins now. After passing on Gibbs and Achane, I'm also hoping Chase Brown gets a chance @RB2 and seizes the opportunity soon.

Hayden Hurst. The guy was such a reliable target when all the WRs were covered, which seems to be all the time for the last 2 seasons.
The training, nutrition, medicine, fitness, playbooks and rules evolve. The athlete does not.

Yup & he just ran hard after the catch and brought that energy with him. He served his role well. Replaced Uzomah seamlessly. So far this year (granted it’s a small sample size), we have taken a step back.

He already has more yards that Smith in his only game. I've seen nothing from Smith as a receive or ability to block for why he should be TE 1. Obviously he's only had 2 games but I haven't been impressed.

Well defense really has not suffered. Too early to tell if Smith replaces Hudson or if we miss Perine. However if pushed I’d say Bates or Bell. I don’t think Nick Scott is the answer.

It's Bates!Dax Hill was great but he also made most of his plays around the line of scrimmage(similar to what Bell did for us). If we had Bates then Hill could play even more in the box; thus leading him to make even more impact plays at the LOS. Also the defense(while they played great) still gave up some big plays on Monday. .

We miss a healthy Burrow.
TE and defensive holes aside, the defense played well enough to keep us in contention in each game. With the turnover at safety there's not much else we can ask for. A healthy Burrow and we're 0-3.

Good question. Most of those holes have yet to be filled, and I feel them every week.
I'll just say Hurst because I'm thinking about the TEs right now (I can't walk and chew gum at the same time :p). We've gotten no production from them. Two first downs in three games, no scores, and you'd think we'd be all over them with Joe's calf and this need to get the ball out in 2.5 or less. It has not materialized. Now Irv has somehow pulled a hammy, he was made of glass to begin with, it's just... it doesn't bode well. We need to do something about that position imo. If we could sign Hurst that would be sweet. 2nd choice would be Bates. I found it always helped to have a guy back there who knew what he's doing, who was like an extension of Anarumo on the field. Dax is improving and he'll get there, but for now we're seeing some growing pains. His overall PFF grade is 59.3, Bates was always 10-20 points higher and this year he's at 91.2 (!).
