Yup, you nailed it with the bolded. If the Bengals didn't luck into those two we are likely still an awful team. And how did we end up with Burrow and Chase? Because we were a horrible team.
FA isn't over yet, so I will not say they failed, but I have little to no hope they do anything but fail in FA and also piss off 2 to 3 of our best players in the process. It's crazy to watch.

this team won its last six games of the season last year..was playing remarkably well.. they are not failing in FA because they dont sign the big names you expect..yeah ..higgins is pissed off because hes getting paid what about 26 million to play about 10-11 football games a year..

I honestly don't think there is anything complicated about the Bengals FO. They simply care far more about the business/money side than they do about the winning football games side. I actually understand this and it makes sense as this is their livelihood and their personal income/paycheck vs other owners who are independently wealthy and bought an NFL team for fun/status.
They are also more than likely incompetent to run a modern NFL franchise when compared to their counterparts that run other NFL teams.

I am not asking for big, expensive names in FA. I am asking them to fill a very important need at G so our once in a generation qb doesn't get killed. Also, wanting them to not piss off multiple star players does not seem unreasonable to me. Chase at the minimum should already be done.
As pointed out by others there has been zero creativity with cap space.
The only thing I am asking is for this FO to operate at some level above complete incompetence. Coming out and publicly saying they would make Chase the highest paid non-qb was an insane level of incompetence and it's blowing up in their face. They should have done a deal last year.

No. they've proved iron clad that because Cleveland spends and is bad...that spending is bad. Just like Washington was always used.
