P&R locked?

Is there some sort of post / rep count that would cause me not to be able to create a new thread in P&R? Thanks in advance!

You have enough posts/rep. It should be asking you for a password, which is ENTER.

I can get in and view all of the threads and even post replies, just don't see any "new thread" icons like in other parts of the board. I will look again when I'm able to get on a computer instead of my phone. Thanks!
