The bottom line is this: Pacman took off the other players helmet. He forced said players down. It made contact with that helmet. How hard or injuries (lack thereof) are irrelevant. 
The intent behind Jones' attack was worse. 

How do you knows Jones intent?

Based on the facts, he had the dude in a very bad position to seriously hurt him if he chose to do so. He did not hurt him in any way so I question your knowing his intent was to hurt anyone.

If it was his intent, he failed miserably by weakly pushing his head down.

It was a dumb emotional angry retaliation by Jones. It was fined and should have been, but to make this sound like Jones intent was to kill or seriously hurt Cooper is way over the top based on his actions.

The intent of taking someone's helmet off and striking it?
No idea what the intent was. Maybe he did just want to kiss him.

No one said his intent was to kill or seriously hurt. 
But his intent was clearly to HIT Cooper without his helmet on. 

It should have been an ejection (par for the course with the NFL's history of taking off another players helmet and striking it) along with a fine.
