Not exactly as the market may go up again so the actual realized value is what it sells at. Now it could impact an opportunity cost if you needed collateral or to sell those stocks for a real cash asset, but that's a different thing.

It may or it may not, but that’s irrelevant. When they give you the wealth of Gates or Buffett they are not talking about money (realized value). If Microsoft goes down 10% Bill Gates wealth doesn’t remain the same because it could go back up.
