Bring back CDBGs! For states that don't allow local option taxes, allow them.

Cities and counties started letting infrastructure concerns fall away nearly 20 years ago when we decided to partially pay for a war at the federal level by sacrificing out infrastructure at the local. Start bringing back those CDBGs and let the local contribution come from usage taxes.

There's really not a need to bring about a new agency. Municipalities know what they need and would provide local (although motly temporary jobs) to bring that about.

That's really more what is being advocated than an actual rebirth of the WPA. A program that is federally funded but locally administered.
