Well, without trying to go to far off the "funny" aspect of this thread, I could think of at least one good thing from the past.  It is said that many of the American homeless problem are people with mental illness.  When the State offered places for those folks to stay, fed them, housed them, cared for them, they weren't out on the street begging and scaring children.
