Strategy at the End of First Half

Not withstanding the Marvin Lewis crap-fest of a job at the end of this particular half, but did anyone else see the BLATANT pass interference on Eifert on the hail mary pass? The defender has his back to the ball and is facing Eifert. He has his hand around Eifert's jersey collar holding him down so he can't jump for the ball.
