Both of these statements are completely false.

1.  Environmental rules can not be state issues when the pollution from one state just flows downstream or downwind from one state to another.

2.  Before the EPA was established you had rivers catching on fire in Ohio and environmental disasters like the toxic dump site under Love Canal, NY.

3.  When the Department of Education was established in 1980 less than 70% of americans over the age of 25 had a high school diploma, now that number is at 85%.
