I guess my main question is: is the general public supposed to have access to the exterior door? Or is this just the guy possibly leaving open the interior door intentionally or unintentionally?

The Capitol building has been closed to the public since the start of the pandemic, so the entry was illegal. The legislator that let them in is now under criminal investigation by OSP.
