Call them out of touch.

Call them poor with talent.

But you can't call the FO cheap because they have to pay a minimal amount and they always spend close to the CAP.

I have no problem with not getting the team into cap trouble. The Bengals have made it clear that their method is to build via the draft. And that FA will only be used to pick up role players. As long as we have Tobin evaluating talent in the FO, I don't have a real big problem with that.
