It was more to the fact that he recognized his own racism as being "wrong minded" so to speak. I think to put it more succinctly he wanted to be on the right side of history despite his personal views. I do agree with you though that every president their "good, bad and ugly". Every citizen deserves to have their health assured, and since it wasn't like that in a capitalist system, having the government step in is great.
