I answered that condoms aren't included. He can correct me if i'm wrong, but I believe Dino believed just about everything was exempt from sales tax, and they were picking on tampons. Reading the article I can certainly understand the confusion. Whereas, tampons are usually purchased and used by women. Although, I did have to talk my battalion commander (he was infantry) out of spending $5000 dollars on tampons because he was told every soldier in the 4th Infantry Division carried two tampons to treat gun shot wounds.
