That's the play design. He wasn't even looking to block him. It was a naked bootleg. Jonah's job was not to block Jones, it was to slide right. Defender comes free and Burrow is looking at the flat route as a quick dump.
Naked bootlegs are common.
EDIT - Watch the far left edge on this play. This is a naked. He is unblocked. He isn't meant to be blocked.
