I think that is why the court exists.

Generally imo if you choke someone to death on the subway, in an ideal society there is probably going to be a legal process you are going to have to go through.

I do see the intentional fanning of the racial divisiveness flame though. If that is what you were getting at.

This is a whole nother kettle of fish.  Anyone can shoot someone in a second, but manually choking someone to death takes commitment, regardless of why you're doing it.
