The two things that our military have done consistently better than any other country on Earth in the past 100 years is planning and logistics. Our senior leadership generally develop excellent plans and rarely get caught with their pants down. But intrinsic to those plans are allowances for creativity and free-form in lower levels of leadership in how the plans are executed. That's a powerful combination. ThumbsUp

1/3rd, 2/3rds rule

Command and staff should use no more than 1/3rd of the planning cycle allowing subordinate leaders 2/3rds of the planning cycle for planning on their level. 

Command and staff invariably take 2/3rds or more, leaving you with 1/3rd or less and no plan survives first contact intact. Meaning five minutes into any op the plan has went to shit and you're pulling it out your ass as you go.

I'm talking about strategic planning. But, yeah, 1/3 - 2/3 is a good rule on the tactical side where improvisation and revision is much more necessary.
