Maryland's GOP Governor, Larry Hogan, opted to allow the bill to move forward without his approval or a veto.
He recently vetoed a bill that would bar Maryland from adopting school choice programs and would only allow standardize tests to account for a maximum of 65% of a school's rating in whichever rating system the governor developed for schools.
