Because if you have another person claiming they own the weapon it would ne impossible to get a conviction.

And I have never understood why you claim a registration law would be impossible to implement.  In fact it would be very simple.  If you own a gun then you are required to register it as your own.  If you don't then you risk having it confiscated.  That is one of the easiest polices ever to implement and enforce.

Police are not going to seek out people with unregistered weapons.  They will just use the law to enforce laws we already have on the books when they encounter a weapon while investigating another crime or complaint.
