No matter what the total budget is, star players are always going to eat up a significant percentage of that budget.  Teams can only afford to keep so many star players past their rookie contracts, it's simple arithmetic.

Team Agent says he can get $18-20 mil per year and no Joe Burrow.
Team Bengals offers $15 per year and Joe Burrow, which I think most likely happens as an extension before he even becomes a FA.

When they are making that much money, some guys want more and some guys will take less to stay happy. Like I kind of stated, ask TJ and maybe, to a lesser extent, ask Marvin Jones. In retrospect, he might have 2nd guesses about leaving Cincinnati for Detroit and now he's in Jacksonville. He did that for the same money, he just wanted to be the #1 WR. If he's happier with being the #1 on shit teams than being #2 on a possibly dominant team, then great for him but let's hope that Tee's not one of those guys.
