Very much so. Another great example is Alvin Harper going from being the top #2 WR in the NFL as a two time SB champion in Dallas to instantly being overpaid crap as a #1 in Tampa Bay
Led the NFL with 24.9 per catch going against a #2 CB with a defense worried about Emmitt Smith, Michael Irvin and Jay Novacek. Also had 8 TDs on 33 catches
The next season he had 13.9 per catch with 46 catches on 103 targets going against #1 CBs with a defense not even remotely worried about Errict Rhett, Courtney Hawkins and Jackie Harris. Trent Dilfer threw 4 TDs and had 18 INTs.
