The only time Mike Brown drafted a QB shorter than 6'3 was Andy Dalton and that was 100% Jay Gruden banging the table hard for him, since Mike Brown wanted 6'6, 240lb Ryan Mallett.

Mike Brown has a certainty of the body type he wants from his QBs, and Tua at 6'0" and 217lbs isn't it when 6'6, 237lb Justin Herbert was there.
