That's not it, the problem is we want educated workers. 
The majority of those that want to come here simply don't qualify for that status. So they use Asylee, Refugee status to get in (or send minors unaccompanied by adults). 
That's a couple of the ways you can come here.

The one where you are talking 20 years? that's if a LPR applies to bring a child or daughter (unmarried and over 18) to the US.
If/Once they become a USC that time is shortened alot (3-4 years). So 8-9 years, so have to wait 5 (4 if married to USC) to become a USC then apply and you will be moved to the front of the line over the LPRs (Legal Perm Residents). 

And yes, Mexico has a very high wait time simply because they are our poverty stricken neighbor.
