Information is a powerful tool. Look at the success that ISIS has had in recruiting over the internet. I don't say any of this speech should be banned, and I don't see anything in this law that says it will. But it is a good idea to know what is happening in the world around us.
I don't see it as any free speech restriction. On the other hand, I don't really like wasting a $1 million on cataloging meme's. If it's for security reason, that's a little better. But at the same time, give me a third of that and I'll set around all day downloading pictures of dinosaurs with funny sayings or pics of people dropping things under the slogan "thanks, Obama."
