Also recall the Russian conflict with the Chechen Muslim terrorists in Russia, and their war in Afghanistan, and their recent involvement in Syria.

The Russians are bombing the Syrians fleeing this kind of stuff, not the crazy ones or militant ones. And, in the end, this is most likely just a crazy woman, Muslim or not. As Matt said, it doesn't make any sense to make it an act against Democracy since it's in Russia. That's like burning an Applebee's to protest good steaks, or stabbing a Chevy salesman to make a statement against quality cars.
