I get where he's coming from with the "under-incarceration" thing, but yeah, he sounds like an idiot. I think the problem with our justice system - in terms of the incarceration side of things - is that we seek only to punish and not rehabilitate. Yeah, for some that'll never happen or should never happen (thinking life without possibility of parole convicts), but for the vast majority that theoritically will some day be released from prison, there should be more of an effort to rehabilitate these people with the goal of making them law-abiding citizens.
