Yeah, for some that'll never happen or should never happen (thinking life without possibility of parole convicts), but for the vast majority that theoritically will some day be released from prison, there should be more of an effort to rehabilitate these people with the goal of making them law-abiding citizens. 

Spot on. Currently we're just institutionalizing citizens that could eventually become social and economic contributers to society.
