I also don't mean that we should split up the states or anything like that (seven states for this group, seven for that group), the zones I refer to are smaller, like neighborhoods and maybe a small town or very small city.  Don't use governmental programs to force integration into these areas.

To me, it seems like people already gravitate toward people like them. If you're picking an area to live, you're probably looking at a job or recreation first, then you start narrowing things down. School districts, amenities, drive to work, etc. All that stuff, you're filtering out demographics. If you're looking for a good school district, most likely you're moving away from poorer neighborhoods (which tend to have more minorities). If you're moving toward an area with lots of hiking trails, you're — typically — moving toward an area with younger people who enjoy the outdoors. We may not be consciously thinking "I need to move where there's more people like me" but that's effectively what happens for those with some mobility in life.
