my criticism of bush was for expanding fema and making it virtually ineffective because of the bureaucracy. FEMA used to respond to disasters within a reasonable time with at least temporary shelter and water. Now? Locals usually have things handled by the time fema has plan worked out.
Obama hasn't done anything to improve it, but he wasn't the "conservative" who made an organization designed to act fast just another waste of tax dollars.
