Now I am only interested in the state house as it applies to the flag.  As far as I'm concerned any private citizen can do what they want with that flag.  That being said it is also up to business owners what they do with it as well.

In this free market a business owner can choose to display/sell or not to display/sell the flag and the people have a right to patronize either of those businesses per their own desires on the subject.

If you think about it.  This is a business opportunity.
