two that I looked at where overall crime rates have gone down from 2013 to 2014.
Cincinnati, KC (Missouri), Oklahoma City, Raleigh (NC), Phoenix, Atlanta

Even when I found 2015 data, it was down for Cincinnati and Atlanta, so I'm not going to check for more.

The number of total year over year crimes in New York City has decreased by 5%.
