In theory, yes.
But when you use a private server, explicitly for the purpose of evading FOIA and congressional oversight....And that's just the tip of the iceberg (to say nothing of confuscifcation and other legal dodges).
Just know that a vote for Hillary is simply a transfer of wealth (from whomever) to Hillary and Bill, to be inherited by Chelsea.
