Why? Because he knew the cameras were recording then. Duh! He asked for tic tacs in case he started kissing her while still on the bus unaware he was being recorded. It's the same reason which prompted his denial on a nationally televised presidential debate.
Let me ask you, when do you think he would be likely to tell the truth about such alleged behavior? When he was unaware he was being recorded or when he knew he was on television?
