Pat beat me to that one, the whole consent part. As for the whole "shipping and handling," as you call it, that would be costs associated with transportation of the tissue, materials used in storage (storage of human tissue for medical purposes is not something taken lightly), and things such as that. And as with any medical supplies, nothing for that storage and transportation comes cheap. So the $30-$100 mentioned seems very reasonable as far as compensation for these things.
Of course none of this will alleviate your outrage over this manufactured issue. The propagandists have done their job well in manipulating their target audience.
