Landline phones are a dying technology. It makes a lot more sense to offer cell phones. You also have people who have issues maintaining residency in once place, so this is a much better option for them than a landline. Add on top of that the fact that most places require a number for them to reach you at if you want a job or need their services, and this becomes a huge benefit for the poor.
Also, adding broadband as an option (you pick phone or broadband) is a great thing for families with kids who need the internet for school. It's not always easy to get a library with a computer.
