Yes. But it has already been established that not every one is capable of making it to a library. Not everyone has easy access to one. What about the guy who lost his job by no fault of his, lives by himself 20 minutes away in the boonies? Do you think he should not have access to the internet to help him find a job? Maybe he should just walk.
