That they are. Especially one that hasn't been getting a lot of talk, the Appalachian Regional Commission. Appalachia has some die hard red areas, but there are a lot of places in the region that are filled with Obama to Trump voters. Cutting ARC sends a message that he doesn't care about those folks.
A lot of people like the idea of small government until it results in cutting programs and agencies that they have come to rely on.
