For those who just overstayed their visas, it could be nearly 0%. 

All undocumented immigrants, at least 60% have committed a misdemeanor.

It's just a dynamic I've found amusing. If you are here you here illegally, you are engaging in illegal activity (civil offense, crime,....). It's just an illegal activity that much of the Nation is "ok" with.
