Just because costs were already rising before Obama doesn't mean his policies didn't affect them in any way. It could've accelerated the rise for all we know.
It seems pretty intuitive actually. Since more people got healthcare coverage, the demand/quantity demanded for healthcare probably went up, which drives up prices.
This is one of the first things you're taught in an economics course. Like, first lecture. I'm not even joking.
