Actually, Trump can fire a special counsel. It would just be a colossally bad move and probably trigger impeachment.

The advantage of a special counsel is that it doesn't have to report to Trump and get its budget and office space from Congress.

The disadvantage is they don't have to make all stages of the investigation public.
