Given his behavior during the transitional period, I'd say a little of both.  Honestly, I get the feeling like maybe Shaub thought maybe he would be given the axe, as soon as Trump took over.  However, from what I have observed, leaving previous appointees at their positions may have been one of Trump's worst mistakes.
