Although a touching poem, the Statue was meant as a symbol of liberty and freedom, not as a beacon to welcome immigrants....even though it must have been a wonderful sight for immigrants entering Ellis Island.

According to Wiki the author wrote the poem in order to raise money for the construction of the pedestal.

It was 1903 when the poem was added.
There are only so many tired, poor, wretched, homeless, murderers, rapists, and drug dealers a country can take.
Time to put a cap on it.
